Bill links health plan price adjustments to user complaint indicators
The Chamber of Deputies has published Bill (PL) No. 1,653/2026, which proposes linking part of the annual price adjustment of plans to operators’ performance on complaint indicators. The text provides for applying a reduction factor to the inflationary portion of the price adjustment. The higher the complaint rate, the greater the reduction may be, which could reach the complete elimination of that portion. The components relating to healthcare expenses and the other actuarial elements defined by ANS would remain unchanged. The proposal covers individual, family and group plans. For group plans, it expressly authorizes ANS to establish criteria, limits, prior authorization or mechanisms for supervising price adjustments.
