Decisions of the 643rd Meeting of the Board of Directors
ANS released the outcome of the meeting held on Sep 18, 2026. Among the relevant items:
the decision of the Chief Executive Officer (diretor-presidente) was ratified, which temporarily suspended, until Sep 15, 2026 and with retroactive effect to Aug 28, 2026, the effectiveness of Regimental Resolution No. 38/2026;
the end of Eliane Medeiros’s term as head of the Directorate of Supervision (Diretoria de Fiscalização) was reported;
cooperation agreements were approved with the Court of Justice of São Paulo (Tribunal de Justiça de São Paulo) and the Public Prosecutor’s Office of Ceará (Ministério Público do Ceará) under the Programa Parceiros da Cidadania; and
there was a decision on a proposal to incorporate into the List of Health Procedures and Events (Rol) a technology positively recommended by Conitec for SUS.
Analysis: the suspension of Regimental Resolution No. 38/2026 is administrative in nature and was related to the transition of the internal structure of the Directorate of Sector Development (Diretoria de Desenvolvimento Setorial). The ratification does not change regulatory competencies, coverage rules or the obligations of health plan operators, but it is relevant for monitoring the organization and continuity of the projects led by DIDES. As regards the technologies incorporated into SUS by Conitec, 12 incorporation recommendation reports and three reports on Clinical Protocols and Therapeutic Guidelines were examined. Applying Article 10, § 10, of Law No. 9,656/1998, the Agency waived the budget impact analysis and social participation, since the inclusion of these technologies in the List of Health Procedures and Events (Rol) results from a legal requirement.
The approved draft normative resolution provides for entry into force on Oct 1, 2026 and includes the following coverage expansions:
- levonorgestrel-releasing intrauterine system for the treatment of endometriosis: creation of DUT No. 175, covering the off-label indication that has nonetheless been incorporated into SUS through a PCDT;
- adalimumab for non-infectious uveitis: expansion of DUT No. 65.12 to children aged two and over and adolescents, when the condition is not associated with juvenile idiopathic arthritis;
- rituximab for anti-neutrophil cytoplasmic antibody-associated vasculitis: extension of coverage to maintenance treatment, in addition to the remission induction and relapse situations already provided for;
- liposomal amphotericin B for visceral leishmaniasis: inclusion in the outpatient injectable drug therapy procedure; and
- ultrasound liver elastography: inclusion of primary biliary cholangitis among the indications provided for in DUT No. 119.
The incorporation of edaravone for amyotrophic lateral sclerosis and of injectable methotrexate for maintenance treatment of anti-neutrophil cytoplasmic antibody-associated vasculitis was postponed. ANS will await the issuance or update of the respective PCDTs, which is necessary to define the eligible population and the criteria for use.
The remaining reports did not require changes to the List of Health Procedures and Events (Rol) because the technologies were already covered, consisted of home-use medications not related to cancer treatment, or involved products without health registration in Brazil.
