ANS holds public hearing on portability
The National Supplementary Health Agency (ANS) will hold Public Hearing 67 on Jun 22 to discuss the proposed changes to the portability rules for health plans. The Agency identified the need to update and improve the current rules, in force since 2018, to make them clearer and more efficient for consumers.
ANS publishes new evaluation of operators based on beneficiary complaints
ANS published the lists of operators classified under the Excellence and IGR Reduction Targets for the quarter, relating to the 1st quarter of 2026, pursuant to Article 22 of RN No. 623/2024. The classification has direct effects on the percentage discount on administrative fines: 80% for operators in the Excellence Target and 60% for those classified in the Reduction Target, under paragraphs 1-A and 1-B of Article 33 of RN No. 483/2022.
The analysis of the lists shows that the classified operators are predominantly small: self-managed plans, regional medical cooperatives and philanthropic hospitals, often with portfolios of fewer than 10,000 beneficiaries. The large national operators are absent from both lists. This result is partly structural: the technical sheet of RN No. 623/2024 provides that the excellence target is considered met when the operator records up to three MH demands in the quarter, regardless of the IGR calculated, which favors operators with a minimum scale of beneficiaries and not necessarily those that have made effective investments in improving service.
