ANS releases economic and financial data for the 3rd quarter of 2025

The National Supplementary Health Agency (ANS) releases today, Thursday, Dec 11, 2025, the economic and financial data for the third quarter of 2025. The aggregate figures indicate that the trend of positive results for the period, identified since the beginning of the year, has continued, driven by the performance of the largest medical-hospital operators and by the reduction in the claims ratio in the sector, including in its operational component.

The information is available on the Supplementary Health Economic and Financial Dashboard (Painel Econômico-Financeiro da Saúde Suplementar), which allows queries by quarter since 2018.

“The data show a positive moment for operators, but it is important to stress that a cautious outlook still persists for about 7.5 million beneficiaries in operators that are under special regimes of economic and financial monitoring, fiscal direction, economic and financial adequacy programs and registration cancellations,” warns the Director of Standards and Qualification of Operators, Jorge Aquino.

According to the data submitted to ANS by health plan operators and benefits administrators, the sector recorded revenues of R$ 287.3 billion, with accumulated net profit of R$ 17.9 billion between January and September 2025. This result is equivalent to approximately 6.2% of total revenue for the period; that is, for every R$ 100.00 of revenue, the sector earned about R$ 6.20 in profit.

The claims ratio, the main indicator of operational performance in medical-hospital operators, stood at 81.9% from January to September 2025, 2.4 percentage points below the same period of the previous year. This means that about 81.9% of the revenue from monthly fees was used for healthcare expenses, the lowest rate recorded since 2021. The reduction in the claims ratio is explained mainly by the recomposition of monthly fees, which exceeded the variation in healthcare expenses, a movement observed since 2023.

The sector’s net result from January to September 2025 was the highest in nominal terms since 2018, even exceeding the previous record set during the COVID-19 pandemic. It is worth noting that the three largest operators accounted for 41% of the aggregate profit reported to ANS, which shows the influence of the performance of these large companies on the sector’s overall result.

Despite the concentration of results in a few large operators, 75.1% of regulated entities (590 entities) ended the period with a positive net result, an increase of 8.37 percentage points over the previous year. There is therefore an overall improvement in the sector’s performance, with a growing number of operators recording positive results.

Medical-hospital operators make up the main segment of the sector and, together, achieved net profit of R$ 17.2 billion, driven by the increase in operating result and by the contribution of the financial result.

The aggregate operating result of medical-hospital operators reached a positive balance of R$ 8.3 billion. The increase was most significant among specialized health insurers, as well as large and medium-sized group medicine companies and large medical cooperatives. Self-managed plans (autogestões), on the other hand, were the only category to record an operating loss, of R$ 1.22 billion, 22.3% more than in the previous year.

In a scenario of high interest rates, the financial investments of medical-hospital operators totaled R$ 134.9 billion at the end of September 2025, a relevant source of additional revenue. The sector’s financial result in the period was R$ 11 billion.

Supplementary Health Chamber meets for its 120th session

The National Supplementary Health Agency (ANS) held, on Dec 9, the 120th Ordinary Meeting of the Supplementary Health Chamber (CAMSS), gathering members of representative entities to address various matters relevant to the sector. The meeting, which was held in hybrid format, was attended by directors Wadih Damous (President and Sector Development), Carla Soares (Management), Lenise Secchin (Standards and Qualification of Products), Eliane Medeiros (Oversight) and Jorge Aquino (Standards and Qualification of Operators).

Regulatory Agenda – The Director-President reported that ANS’s next Regulatory Agenda is beginning to be drawn up and asked for everyone’s collaboration so that the instrument reflects as faithfully as possible the needs of society and of the sector. “We want a participatory and transparent process and, for that, everyone’s participation is very important. So, I make a call here for this participation to take place effectively. We are absolutely open to receiving these contributions,” he stressed.
