ORDINANCE PRESI No. 9, OF JULY 1, 2026
ANS published Ordinance PRESI No. 9/2026, which establishes the desirable professional profile for executive commissioned positions and executive commissioned functions at levels 11 to 17 in the Agency’s regimental structure. The act does not directly address new obligations for health plan operators, but it has institutional relevance, as it indicates the parameters that are to guide recruitment, selection, training, development, certification of competencies and performance evaluation of the holders of these positions.
The Ordinance organizes the profiles by position or function — including Director, Deputy Director, Executive Secretary, Chief of Staff, Chief Attorney, Ombudsman, Auditor, Inspector General, General Manager, Manager, Advisor and Coordinator — and sets out, for each position, responsibilities, management scope, mandatory criteria and desirable education and experience requirements. The competencies valued include results-oriented management, strategic vision, data-based problem solving, digital mindset, prevention of irregularities, knowledge management, critical-analytical intelligence and knowledge of supplementary health regulation.
In practical terms, the measure reinforces an agenda of professionalizing ANS’s internal management, with greater formalization of the criteria for filling strategic and managerial roles. For the regulated sector, the point of attention is not immediate regulatory effects, but the possible impact on the Agency’s institutional capacity, especially in areas that are sensitive for operators, such as economic-financial regulation, oversight, governance, integrity, information technology and data-based analysis.
